Can expired shampoo cause hair loss or scalp irritation?

Global legal requirements for cosmetic expiration dates
Three regulatory systems govern expiry dating on cosmetics. Only the Indian rules apply to products sold in India.
In India, cosmetic labeling is governed by the Cosmetics Rules, 2020. Under Rule 34(10)(c), both inner and outer packaging must feature an explicit expiry or 'use-before' date.
The Cosmetics Rules, 2025 sharpened what those two labels mean. "Use before" means the product should be used before the first day of the month printed. "Date of expiry" means it expires on the last day of the month printed. A bottle marked "use before 03/2027" and one marked "expiry 03/2027" are therefore a month apart.
The United States sets no expiry-date rule for ordinary cosmetics. An over-the-counter drug shampoo, an anti-dandruff formula for example, needs an expiration date backed by stability testing (21 CFR 211.137), unless its label carries no dosage limits and is shown stable for at least three years.
The EU uses a 30-month threshold instead. Under EU Regulation 1223/2009, Article 19(1)(c), a cosmetic good for 30 months or less must carry a best-before date; beyond that, it carries the Period-After-Opening symbol. Both are EU duties, not shelf-life claims.
